Policy Analyst, Health Care
The Cato Institute is seeking a policy analyst to support its work on free market health care reform. This position requires superior writing, communication, and research skills. The ideal candidate will 3-5 years of research and/or public policy experience, a demonstrated knowledge of the current issues in health care reform (particularly state-level reform), and a proven commitment to free markets, limited government, and individual liberty.

Major Gifts Officer
The Cato Institute seeks an energetic and effective Major Gifts Officer. The Cato Institute is a national libertarian think-tank headquartered in Washington, D.C. Through publications, conferences and events focused on public policy issues, Cato seeks to broaden the parameters of public policy debate to allow consideration of the traditional American principles of limited government, individual liberty, free markets and peace.
The Major Gifts Officer will be responsible for the identification, cultivation, involvement, solicitation, and stewardship of individuals capable of giving at least $25,000. The Major Gifts Officer will manage a portfolio of individual prospects identifying, visiting, evaluating, soliciting, and stewarding each appropriately. In addition the individual will develop strategies designed to engage potential sponsors in ways that encourage their substantial philanthropic investment in Cato and its programs; work collaboratively through sponsor communications and events to secure the maximum gift from all assigned prospects; establish strong relationships with sponsors; prepare proposals and cultivation and solicitation materials, and represent Cato at any or all functions and events as requested.
The successful candidate will share a deep belief in and commitment to the values that inspire the Institute’s mission. Excellent oral and written communication skills and presentation, interpersonal, and relationship building skills are essential. A Bachelor’s degree is required. Director of Financial Regulation Studies
The Cato Institute seeks to hire a Director of Financial Regulation Studies. Building on our strong foundation in monetary policy, we want to expand our policy work in the area of financial regulation.
As capital markets become more sophisticated, they are simultaneously more crucial to the functioning of a complex economy and more difficult for policymakers to understand. It is the role of policy institutes to study the workings of the capital markets and the burdens imposed on them by regulation and to explain to journalists and policymakers the need for free capital flows. With new financial instruments emerging every day, members of Congress with little understanding of how free-market principles underlie the New Economy increasingly call for restrictions and regulations, from the Sarbanes-Oxley Act to new rules in the wake of the subprime mortgage crisis. New methods of trading, the participation of more and more individuals in financial markets, the shakeup of the old brokerage houses, and the potential unprecedented expansion of participation in the financial market through Social Security reform all raise challenging policy questions. From the antediluvian practices of the Securities and Exchange Commission to the conceit that regulators can improve the workings of stock exchanges, Congress and administrative agencies are either impeding the smooth flow of capital or actively trying to pressure financial institutions to direct their resources in politically favored ways. Errors made by uninformed policymakers can wreak havoc on the economy. Despite the freeing up of the financial marketplace in 1999 legislation, antiquated regulations written over 50 years ago are still ubiquitous and destructive.
The director of this project would write and commission studies, write op-eds, speak at conferences and seminars, and appear on broadcast programs to discuss all these issues. An ideal candidate would possess the following qualifications:
- A Ph.D. in economics or business or equivalent degree with emphasis on financial markets, or significant experience studying financial markets as a policy analyst, journalist, or market participant.
- A commitment to limited government and individual liberty.
- Strong research, writing, and speaking skills.
- A commitment to engaging the public and policymakers on crucial issues.

Intern
The Cato Institute is seeking interns for the summer, fall and spring terms. Responsibilities include research assistance to Cato's policy directors, assisting at Cato events, some clerical chores, attendance at Cato events, and weekly seminars and readings. Candidates should be undergraduates, regardless of major, recent graduates, or graduate students who have a strong commitment to individual liberty, private property, free markets, peace, toleration, and limited government. Cato Calls for Papers
The Cato Institute seeks papers and proposals on a wide range of policy issues. The Institute's publications include books, the Cato Journal, Regulation magazine, Cato Policy Report, and the Policy Analysis, Briefing Papers, Foreign Policy Briefings, and Social Security Choice series. A review of the documents at www.cato.org should give you an idea of the subjects that interest us and the style and tone appropriate for policy studies.
Manuscripts should be typed double-spaced, preferably in 12-pitch or pica, on 8 1/2 x 11 paper. Leave extra space around the title and byline. Margins on all four sides of the page should be at least 1 inch.
Notes should be done per the Chicago Manual of Style (Style A). They may be typed at the bottom of each page or preferably at the end of the manuscript. Notes should be double-spaced.
